General Manager responsible for administration and communication at the AFROSAI-E Secretariat
The African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E) has the national audit offices of 23 countries in Africa as it members, from Gambia and Ethiopia in the north to South Africa in the south. The organisation supports these offices in the area of public audit and institutional development using its own model for capacity building.
AFROSAI-E is looking for a general manager who will be responsible -
(a)for the administration of the AFROSAI-E Secretariat in the manner outlined in the regulations and/or according to the procedures prescribed by the Executive Officer and, in doing so, will oversee and manage the duties and responsibilities of the officers assigned to handle the financial affairs of AFROSAI-E and the events presented or hosted by it; and
(b) to ensure that all matters pertaining to the internal and external communication of AFROSAI-E are dealt with promptly and with the due care expected of a professional organization.
The general manager will be stationed in Pretoria, South Africa and work at the AFROSAI-E Secretariat where he/she will report directly to the executive officer of the organisation. The general manager will be required to network extensively with all staff at the Secretariat, as well as with member SAIs and the institutional and other partners of AFROSAI-E. The work involves limited travel responsibilities. The position can be equated to a centre management position in the Auditor-General of South Africa.
KEY RESPONSIBILITIES AND TASKS
- Review draft annual reports and work plans of AFROSAI-E, including the financial information that goes with it.
- In collaboration with the Executive Officer, negotiate and correspond with donors and institutional partners regarding financial, human resource and other support for the activities of AFROSAI-E.
- Interact with the Auditor-General of South Africa with regard to the implementation of the Memorandum of Understanding pertaining to the hosting of the AFROSAI-E Secretariat.
- Oversee and manage the duties and responsibilities of the manager finance and administration e.g. through policy and procedure, management information, liquidity prognoses, etc.
- Oversee and manage the duties and responsibilities of the events manager e.g. through event calendars, event plans, event reports, etc.
- Provide logistical and secretarial support for annual management meetings e.g. venues, agendas, minutes, etc.
- Implement a communication strategy for the AFROSAI-E Secretariat which includes regional internal and external networking.
- Maintain databases of management information relating to inter alia audit guidance and training materials, resource persons, contact details, filing system, survey responses, etc.
- Maintain the AFROSAI-E website.
- Provide support to AFROSAI structures as set out in the AFROSAI responsibility matrix.
- Advise the Executive Officer on the most economic, efficient and effective methods to attain the objectives of AFROSAI-E.
QUALIFICATIONS AND SKILLS
- A Bachelors degree in accounting, management or related fields is essential
- Command a thorough knowledge of the SAI environment International working experience especially in Africa with strong inclination towards managing relationships with regional cultures, beliefs, etc.
- Experience in a management position with good high-level interaction and leadership skills
- Hands-on information technology skills and a good grasp of communication as a discipline
- Ability to work independently with limited supervision
- Fluency in written and spoken English
