New partnership to strengthen challenged SAIs

IDI, AFROSAI-E and CREFIAF have established a partnership to contribute to the greater performance of the most challenged SAIs.

This partnership has been established to follow the new Tier 2 initiative of the Global Call for Proposals (GCP). The SAIs included in the initiative are The Democratic Republic of the Congo (DRC), Madagascar, Guinea, Togo and Niger (French-speaking, CREFIAF members), Eritrea, Zimbabwe, Sierra Leone and Gambia (English speaking, AFROSAI-E members). How many of these SAIs to be supported by the Tier 2 Partners is expected to be clarified in mid-2018.

The time-frame for the Partnership is five years with a possible extension of five more years. The Partnership is planned for two phases:

  • A Phase 1 of two years to clarify strategic priorities and operational plans, and establish long-term project proposals. For each SAI, the activities will have a duration of 1-2 years depending on the current situation and existing plans. In this phase, it will be clarified to what extent the SAIs would request for and need long-term capacity building support by the Tier 2 Partners.
  • A Phase 2 of several years where the Tier 2 Partners will consider offering different types of support depending on the requests and the resources available. Given the need for long-term scaled-up support for several SAIs and the time it takes to build trust and understanding, the partners seek in Phase 1 to prepare for support to SAIs in Phase 2.

“We are confident that this process will be beneficial to the SAIs in the GCP Tier 2 and will attract sufficient support from the donor community to enable the desired and sustainable impact.”- Mrs. Meisie Nkau, Chief Executive of AFROSAI-E

“CREFIAF is excited about the new partnership. We will now be able to work closely with the five selected SAIs in our region. Our hope is to both inspire and enable them to grow as strong accountability institutions in their countries. CREFIAF also hopes the partnership will enable greater regional capacity for increased support to other SAIs in the region in the future.”– Mrs. MBAH ACHA Rose FOMUNDAM, President of CRRI

“I am very pleased with the establishment of the tri-party cooperation, the first of its kind in INTOSAI, and I really believe that together we can provide timely, relevant and high-quality support to the SAIs identified in GCP Tier 2 process by the INTOSAI-Donor Cooperation”– Mr. Ola Hoem, Deputy Director General of IDI

A MoU for five years (2018-2023) and a  Partnership agreement for 2018 and 2019 were agreed upon in Pretoria on 18 January 2018.
