AFROSAI-E is looking for suitable candidates to fill the following two exciting new vacancies in the Secretariat:

Manager: Environmental Auditing

The African Organisation of English Speaking Supreme Audit Institutions (AFROSAI-E) is an autonomous, independent and non-political, and has the Supreme Audit Institutions (SAIs) from 26 English-speaking African countries as members. AFROSAI-E is looking for a suitable candidate to fill the position of Manager: Environmental Auditing. This position is for a contract period up until 31 December 2022 with the possible option of renewal and is based in Pretoria, South Africa. Extensive traveling in Africa will be required. Compensation will be negotiable based on qualifications and experience.

 

The Manager: Environmental Auditing, will play an instrumental role in developing and implementing initiatives specifically related to Environmental Auditing and Sustainable Development, to help member SAIs build the capacity needed to fulfil their mandate. He/she will provide specialist technical support and will liaise with member SAIs and with key external stakeholders with the view to promoting the role and objectives of AFROSAI-E in the region. The incumbent in this role will be responsible to:

  • Research and develop changes/additions to the current audit approach by integrating Environmental Auditing with other audit disciplines
  • Research, develop and maintain (update) Environmental Audit guidance in line with ISSAIs and other relevant working papers and procedures:
  • Develop implementation strategies and training materials
    • Write articles for internal and external publications
    • Liaise with role players at the AFROSAI-E Secretariat to ensure integration of capacity building initiatives and processes.
    • Report on the execution and outcomes of programmes as per the requirements of the AFROSAI-E Secretariat.
  • Prepare publications for international conferences
  • Participate in relevant working groups and other platforms of INTOSAI WGEA and AFROSAI WGEA to monitor and influence public sector related issues in Environmental Auditing  

Qualifications:

  • Registered as a Professional Accountant/Auditor at a relevant professional body or equivalent
  • Accounting/Auditing degree supplemented with relevant qualification in Environmental Auditing
  • Fluency in written and spoken English

Knowledge and experience

  • 6-10 years’ experience in Auditing, Environmental Auditing, Capacity Building and at least 5 years in a managerial position
  • Knowledge of:
    • Auditing Principles, International Standards of Auditing (ISAs/ISSAIs) and Quality control standards (ISQC/INTOSAI)
    • Risk Management Principles
    • Reporting and Legal Frameworks
    • Evidence Gathering Techniques
    • Audit reporting
    • Capacity Building

 

 

Manager: Finance and Administration

The African Organisation of English Speaking Supreme Audit Institutions (AFROSAI-E) is an autonomous, independent and non-political, and has the Supreme Audit Institutions (SAIs) from 26 English-speaking African countries as members. AFROSAI-E is looking for a suitable candidate to fill the position of Manager: Finance and Administration. This position is for a contract period up until 31 December 2022 with the possible option of renewal and is based in Pretoria, South Africa. Compensation will be negotiable based on qualifications and experience.

 

The Manager Finance and Administration, will be responsible for functions related to Finance and Administration at AFROSAI-E and will provide expert advice to top management and key stakeholders with regards to all areas of responsibility. He/she will handle the day-to-day management of financial and administrative systems, processes, resources, reports and policies within the Secretariat.

The incumbent will be responsible for the following financial responsibilities:

  • Compile budgets for the corporate and annual work plans in collaboration with the Executive Officer.
  • Compile new donor proposals / requests and prepare reports on the utilisation of donor funds received and related outcomes.
  • Apply appropriate financial measures to keep within the budgetary limits e.g. cash flow control, liquidity prognoses, etc.
  • Call for advances from donors as dictated in the relative contribution agreements.
  • Manage the processing and recording of the day-to-day financial transactions of AFROSAI-E e.g. payments, accounting, investments, financial reporting, etc.
  • Generate monthly management information regarding the financial situation and other related matters of and advise the Executive Officer on corrective steps.
  • Compile the annual financial statements, facilitate the external audit thereof and prepare relevant documentation for submission to the Governing Board.

In addition, the incumbent will be responsible for the following administrative responsibilities:

  • Oversee the general office and building administration.
  • Advise the Executive Officer on the most economic, efficient and effective methods to attain the objectives of AFROSAI-E.
  • Provide leadership to staff, including managing resources to ensure they are productively utilised across the office. 

Qualifications:

  • B Com Degree in Finance, Accounting, or related field

Knowledge and experience

  • 6-10 years recognised Financial and Administrative experience and at least 5 years in a leadership/management position
  • Fluency in written and spoken English
  • Drivers Licence
  • Knowledge of:
    • Financial Management Systems
    • International Financial Reporting Standards
    • Financial Planning and Forecasting
    • Administrative procedures and practices
    • Secretarial functions
    • Development and implementation of policies or procedures
    • Payroll Management and South African Tax Legislation
