Regional Workshop: DAG Leadership – SAI Independence and Strategic Management

With support from GIZ, we are developing a model audit act that will complement the AFROSAI-E independence guideline. This project aims to respond to the ongoing challenges to SAI independence in the region. The development of the model audit act is a change process, as our objective is to change the understanding and attitudes of national, regional and continental stakeholders.
We are finalising a draft version of the act, considering the comments we received from SAI legal practitioners. The draft model audit act will be one of the main discussion points at the DAG Workshop scheduled for 26 to 29 February 2024 in South Africa. External experts on SAI independence and strategic management will support the workshop implementation. The workshop focus areas will also include:
- Presentations on the challenges to SAI independence.
- Discussion of the adequacy of the draft legal provisions to counter the challenges.
- Presentation on the highlights of a study done on the role of SAI boards (in Westminster accountability models) regarding SAI independence.
- Discussion on other strategic management challenges linked to SAI independence across the region
