SAI-Donor Fund Audit Conference

Under the Paris Declaration on Aid Effectiveness (2005) and the Accra Agenda for Action (2008), donors committed to implementing harmonised diagnostic reviews and performance assessment frameworks in public financial management, while developing countries agreed to strengthen their national systems, including audits and parliamentary oversight.
While some progress has been made since the Paris Declaration, challenges surrounding harmonisation and independence remain due to differences in expectations among development partners and implementing countries. Most donors continue to require separate external audits performed either by SAIs or private audit firms.
Using SAIs for multiple donor-specific audits with limited harmonisation risks overstretching SAIs’ limited resources and delaying execution. Concerned by the growing problems experienced by SAIs in conducting multiple donor-specific audits with limited resources, AFROSAI-E, in collaboration with the Global Fund and GAVI, is hosting a Donor Fund Audit Conference from 30 November to 1 December for the Auditors General of member SAIs.
