The Institutional Capacity Building Framework (ICBF) remains a central development tool for Supreme Audit Institutions (SAIs) in the AFROSAI-E region. Beyond measuring performance, the ICBF is designed to support SAIs in identifying capacity development needs, prioritising interventions, and tracking progress over time. This Report provides insight into regional progress across the five ICBF domains.
