Highlights from AFROSAI-E’s First 2026 Environmental Webinar

AFROSAI-E officially launched its 2026 Environment and Sustainability Assurance webinar series with a timely and impactful session focused on climate change auditing and public expenditure tracking. As the first in a series of four quarterly webinars, the session set the tone for strengthening the role of Supreme Audit Institutions (SAIs) in addressing climate-related risks and opportunities across the region.

The webinar brought together experts and practitioners to unpack the growing importance of tracking climate finance and ensuring its effective use. Participants explored how SAIs can contribute to improved transparency, accountability, and value for money in government responses to climate change.

Daisy Mukarakate, UNDP Regional Climate Policy Advisor, provided a comprehensive overview of climate public expenditure, outlining key mitigation and adaptation sectors and the frameworks that guide national responses, including Nationally Determined Contributions (NDCs). She emphasised the importance of tracking climate finance not only to strengthen domestic accountability, but also to enable countries to access international funding.

Complementing this, international climate finance consultant Shanaz Brormann shared practical insights into climate budget tagging methodologies, drawing on country experiences from Ghana and Mauritius. Her presentation highlighted how governments are integrating climate considerations into budgeting processes and how these systems can be assessed for credibility and effectiveness.

A key takeaway from the session was the critical role auditors can play in this evolving space. By verifying the accuracy of climate-related expenditure, assessing the robustness of tracking systems, and identifying gaps in governance, SAIs are well positioned to support more informed decision-making and stronger public financial management.

The webinar marks an important step in AFROSAI-E’s continued efforts to build capacity in environmental auditing and to support its members in responding to one of the most pressing global challenges of our time.

Webinar 2 of 2026 will feature expert speaker Animesh Kumar, Head of the UNDRR Office in Bonn. He leads the organisation’s global portfolio on climate action, data, and the monitoring of the Sendai Framework, the Sustainable Development Goals (SDGs), and the Early Warnings for All initiative. Animesh brings extensive experience from across the UN system, having previously served as Deputy Head of UNDRR Regional Offices for Africa and Asia-Pacific, as well as in senior policy advisory roles, including in Ethiopia. A trained geographer, he holds both an MPhil and a PhD in climate change and sustainability.
