We are proud to announce a significant funding milestone that will propel efforts to capacitate our member Supreme Audit Institutions (SAIs) to enhance their capacity to perform public health sector audits compliant with international quality standards.
The funding follows a Memorandum of Understanding signed in July 2023 by AFROSAI-E and Gavi, the Vaccine Alliance, as well as the Global Fund to Fight Aids, Tuberculosis, and Malaria. This MOU established a platform for collaboration and cooperation on the capacity building and professional development of AFROSAI-E member SAIs to strengthen their capacity in the health space. The disbursement is part of the Service Level Agreement (SLA) with the Gavi.
According to the agreement, AFROSAI-E will support Gavi and the Global Fund in strengthening the capacities of the Supreme Audit Institutions in Angola, Botswana, Eritrea, Eswatini, Ethiopia, Ghana, Kenya, Lesotho, Liberia, Malawi, Mauritius, Mozambique, Namibia, Nigeria, Seychelles, Sierra Leone, Somalia, South Africa, South Sudan, Tanzania, The Gambia, Uganda, Zambia, Zimbabwe, and Rwanda, through the following approaches:
• Quality Assurance Reviews
• In-country capacity-building workshops
• Regional capacity workshops
• Programmatic and financial audit workshops
• Public sector internal and external audit workshops
• PFM training for GAVI and Global Fund Staff
The desired outcome of the SLA is enhanced SAI capacity in performing audits in the public health sector that are compliant with the International Organisation of Supreme Audit Institutions (INTOSAI) Standards for SAIs (ISSAI). Indicators of success include increased numbers of Supreme Audit Institutions, performing financial, performance, and programmatic audits in the public health sector that meet the ISSAIs, including the audit of Global Fund/Gavi grants.
The expected deliverables include using AFROSAI-E diagnostic tools such as the Institutional Capacity Building Framework (ICBF), SAI Quality Assurance Reviews (QARs), and Public Financial Management Reporting Framework (PFM-RF) to identify SAI capacity-building needs and design and implement capacity-building regional and country-specific products and initiatives for SAIs in the region. It is expected that over 250 auditors will be trained on Gavi and Global Fund grant processes and requirements and be able to participate in various assignments.
This SLA took effect on 1 April 2024 and concludes on 31 December 2025.
