The INTOSAI Development Initiative (IDI) invites proposals for an independent end-of-project evaluation of the CADRE Initiative, a collaborative effort to strengthen Supreme Audit Institutions’ (SAIs’) independence and promote greater transparency and accountability in public financial management in Malawi and Zambia. Implemented together with Transparency International Secretariat, national partners in Zambia and Malawi, and the Offices of the Auditor General in both countries, CADRE has helped advance structured engagement between audit institutions and civil society as a foundation for stronger public oversight.

IDI welcomes proposals from firms, SAIs, and individual consultants with the expertise to deliver an independent, credible assessment of the initiative’s performance, results, and lessons learned. Interested service providers are requested to submit a short technical and financial proposal in English by 1 July 2026 at 5 pm Oslo time. This is an opportunity to contribute to learning, accountability, and future decision-making for a partnership that supports independent public audit and stronger governance.
