The Office of the Auditor-General of Kenya has been awarded the prestigious Prize for the Best Performance Audit Report of 2025 in the AFROSAI-E region, recognising an outstanding audit that showcased the power of performance auditing to strengthen accountability and improve public service delivery.
This year’s competition featured eight exceptional performance audit reports from Ghana, Kenya, Mauritius, Tanzania, and Uganda, each tackling issues of significant importance to governments, parliaments, and citizens across the continent.
Established in 2008 with support from the Swedish National Audit Office, the Prize celebrates excellence in performance auditing across English-speaking Africa by promoting innovation, sharing best practices, and recognising the dedication of audit professionals working to improve governance and public sector performance.
The winning report — Kenya’s performance audit of the Kenya Urban Support Program Phase 1 — stood out for its comprehensive assessment of a major initiative aimed at improving urban governance and infrastructure development in Kenya’s rapidly expanding cities.
“This audit clearly demonstrates the value of performance audit when it is applied to large and complex public programmes”, said Christina Gellerbrant Hagberg, Swedish Auditor General. “By combining solid evidence with a balanced analysis, the report provides insights that are essential for strengthening accountability and improving how public resources deliver long-term benefits for citizens”
The international jury praised the audit for its rigorous methodology, extensive fieldwork, and its ability to present complex issues in a clear and balanced manner. The report highlighted both achievements and persistent challenges within the programme, identifying systemic weaknesses including unclear institutional responsibilities, implementation delays, maintenance concerns, and limited citizen engagement.
Anders Berg, Audit Director at the Swedish National Audit Office and chair of the jury, commended the report’s structure, evidence, and clarity. “It provides valuable insights and has the potential to strengthen the performance of similar programmes in the future,” he said.
“The quality and relevance of the reports submitted for this year’s Performance Audit Prize demonstrate the growing strength of performance auditing across the AFROSAI-E region. Across the region, 171 performance audit reports were produced in 2025, covering issues that directly affect citizens’ daily lives, including infrastructure, service delivery, governance, and the effective use of public resources. The winning audit is a strong example of how SAIs can provide independent insight into complex, high-impact areas such as infrastructure development and donor-funded projects, ultimately contributing to greater accountability and improved outcomes for citizens. Congratulations to SAI Kenya and the winning performance audit team for their dedication to producing timely, high-quality performance audits”, said AFROSAI-E CEO, Meisie Nkau.
The award was presented by the Auditor General of Sweden, Christina Gellerbrant Hagberg, during AFROSAI-E’s Strategic Review held alongside the annual Governing Board meeting for Auditors General in Monrovia, Liberia.
As part of the award, the winning audit team will travel to the Swedish National Audit Office for a knowledge exchange visit with Swedish colleagues and last year’s winners from Uganda — an opportunity that continues to strengthen regional collaboration, professional learning, and excellence in public sector auditing across Africa.
