The Office of the Auditor General of Uganda has once again been recognised for excellence in public sector auditing, winning the 2024 Best Performance Audit Report Prize in the AFROSAI-E region. This marks the second consecutive year that Uganda has received this prestigious accolade, underscoring the country’s continued leadership in performance auditing.
The award was announced during the 2025 AFROSAI-E Strategic Review Conference by Ms Christina Gellebrant-Hagberg, Auditor General of Sweden.
This year’s competition saw six strong nominations from the Supreme Audit Institutions (SAIs) of Ghana, Tanzania, Uganda, and Zambia. All nominated reports focused on relevant and justified audit areas, with a clear connection to the interests of both parliaments and citizens.
Uganda’s winning report, titled “Government of Uganda’s Efforts, through Ministry of Education and Sports (MoES), to Support the Management of Menstrual Health and Hygiene in Primary and Secondary Schools,” explores how the Ugandan government is addressing menstrual health and hygiene (MHH) challenges in schools—a subject critical to achieving inclusive education and gender equality.
“The winning report is well-structured, easy to read and contains many interesting and detailed findings. It is particularly impressive how the most important actors – the female pupils – have been given a voice and that the report does not hesitate to address sensitive issues such as cultural myths and social taboos around menstruation.”
— Anders Berg, Audit Director at the Swedish National Audit Office and Chair of the international jury
The report’s conclusions extend beyond the education sector, contributing to broader development goals, including the 2030 Agenda for Sustainable Development. By addressing an often-overlooked issue with clarity and empathy, the audit demonstrates how performance auditing can drive meaningful social impact.
AFROSAI-E congratulates the Office of the Auditor General of Uganda for this outstanding achievement. Their work sets a benchmark for performance audits in the region and highlights the critical role that SAIs play in promoting transparency, accountability, and inclusiveness in public services.
