Strengthening SAI–ACA Collaboration to Combat Illicit Financial Flows

Illicit financial flows (IFFs) remain one of the most pressing challenges undermining governance, economic stability, and sustainable development across Africa. Supreme Audit Institutions (SAIs) and Anti-Corruption Agencies (ACAs) play a pivotal role in safeguarding public resources and ensuring accountability. Yet, when efforts are fragmented, the collective impact of these institutions can be weakened.

This week in Kenya, senior representatives from SAIs and ACAs are convening for a three-day SAI–ACA Workshop to strengthen collaboration, deepen mutual understanding, and chart a more unified path forward in the fight against IFFs.

The workshop brings together delegates from Zambia, Uganda, Kenya, and Tanzania. Day one opened with remarks from Kenya’s Auditor-General, Ms Nancy Gathungu, alongside representatives from the Anti-Corruption Agency, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (sponsors of the initiative and workshop), and AFROSAI-E.

Over the course of the workshop, participants are:

  • Reflecting on the SAI–ACA collaboration framework and its practical application.
  • Sharing experiences on collaboration successes and challenges within their respective countries.
  • Co-developing a concrete action plan to integrate the framework into institutional practices.
  • Strengthening professional networks to ensure sustained cooperation beyond the workshop.
  • Enrolling in the Anti-Corruption Toolkit e-learning programme on the AFROSAI-E Learning Platform, ensuring continued capacity development beyond the in-person engagement.

By providing a structured platform for dialogue and joint planning, the workshop aims to move collaboration from principle to practice.

Through this initiative and with the generous support of GIZ, the workshop underscores the importance of coordinated action to address illicit financial flows. By aligning mandates, sharing expertise, and committing to joint strategies, SAIs and ACAs can significantly enhance their impact in protecting public resources and advancing accountability across the region.
