AFROSAI-E has commenced Phase 2 of its capacity-building support to the National Audit Office (NAO) of The Gambia under the World Bank–funded Public Administration Modernization for Citizen-Centric Service Delivery (PAMP) Project.

The PAMP Project aims to strengthen key public sector systems in The Gambia, including financial reporting, tax administration, and human resource management within the civil service, with the ultimate objective of improving service delivery to citizens. As part of this initiative, the NAO is receiving targeted capacity-building support from AFROSAI-E to further enhance its institutional and professional capabilities.

From 9 to 13 February 2026, AFROSAI-E delivered the first Phase 2 in-country training for NAO staff, focusing on the Sustainable Development Goals (SDGs), with particular emphasis on climate change and Quality Management.

The SDG component of the training introduced practical tools and approaches for auditing environmental and sustainability issues. Participants explored risk assessment methodologies, stakeholder mapping techniques, and audit planning tools tailored to SDG-related and climate-focused audits. These areas are increasingly critical as Supreme Audit Institutions respond to the growing complexity of sustainability and climate governance.

The Quality Management training focused on strengthening risk management practices and supporting improvements to the NAO’s Quality Management policy, aligned with the revised ISSAI 140. This component aimed to reinforce quality assurance processes and promote consistency and credibility in audit work.

Phase 2 builds on the foundations laid during the Phase 1 Gambia Fiscal Management Development Project (GFMDP). Together, these interventions are designed to strengthen the NAO’s ability to effectively audit public finances, policies, and programmes, while reinforcing its role in promoting accountability, transparency, and good governance in The Gambia.

AFROSAI-E remains committed to supporting its member SAIs through practical, needs-based capacity building initiatives that respond to evolving audit priorities and international standards.
